New York (TheStreet) -- AT&T , the country's second-largest pay-TV provider, is about to become No. 1. Federal Communications Commissioner Tom Wheeler on Tuesday signaled that he will ask the agency to support Dallas-based AT&T proposed $48 billion acquisition of DirecTV , saying that the deal will mandate that the satellite-TV provider's 12.5 million customers be given access to a high-speed Internet connection.
